The Components of Substantive FAPE

1. Individualized Education Program (IEP)

The development and implementation of an IEP is the first step in substantive FAPE. The IEP is a legally binding document that outlines the educational goals, services, accommodations, and modifications that will be provided to the student. It serves as a roadmap for the student's education and is developed through a collaborative process involving parents, educators, and other relevant professionals.

2. Appropriate and Measurable Goals

A substantive FAPE requires that the goals outlined in the student's IEP are both appropriate and measurable. Appropriate goals are aligned with the student's present levels of academic achievement and functional performance, taking into consideration their disabilities and individual needs. Measurable goals provide a clear way to track the student's progress and ascertain whether they are making meaningful gains towards their educational objectives.

3. Specially Designed Instruction

Specially designed instruction is the third component of substantive FAPE. It refers to the teaching methods, materials, and strategies that are tailored to meet the unique learning needs of the student.
